(1)A person shall not begin to construct, alter, move or repair a building unless. (1)The council may impose upon and levy and collect from every consumer a tax not exceeding $0.02 on 4.5 litres on all fuel oil, except tax-exempt fuel oil, purchased or received by or delivered to consumers in the city. (1)A person dissatisfied with an order of the development appeal board or the council may appeal to a judge of the Trial Division. 408.
